MINALIIT lang ni Gabriela Representative Emmi de Jesus ang plano ni Pangulong Aquino na bigyan ng tig-da-dalawanag ektaryang lupain ang mga informal settlers sa mga lalawigan para mabawasan ang malaking populasyon sa Metro Manila.

Ayon kay De Jesus, masyadong mapanlinlang ang plano ng pangulo para sa mahigit kalahating milyong informal settlers.
