“Just because [Palparan] is now in Congress it does not mean that we will stop to investigate the cases of abuse against him,” Ilagan said.

Palparan, a retired Army major general, has been blamed for the murders and disappearances of political activists in his areas of assignment in Luzon and the Visayas.

“We will be more vigilant now that he is in Congress. Yes, it will be difficult and awkward for us to work with him because he is the subject of our resolutions [on] human rights violations,” Ilagan said.
