HR 985 - Balikatan Exercises in Bicol

Resolution directing the House of Representatives Committees on National Defense and Security,Foreign Affairs and Human Rights to conduct an inquiry in aid of legislation on the policy and plans behind the conduct of tthe annual joint U.S. -Philippines military exercises in Mindanao which will be held this year in the Bicol Region in the light of our experiances of Balikatan Exercises in Mindanao where U.S. Forces were reported to be intervening in internal armed conflict as well as in the administration of public health and social affairs in violation of our national sovereignty, and in the light of the concerns raised by the people of Bicol that said military exercises will only escalate human rights violations and violence against women, and be used as a pretext to conduct a survey or exploration of our natural resources for possible foreign interest and exploitation
